It seems that the same link should be used as in 2018, https://submission.challenge.isic-archive.com/. Although in any case they should place the official link in the home of ISIC 2019. Not a clue why they didn’t do it.

The ISIC Challenge 2019 is already open, you can already download the data and start training your algorithms from the webpage (you only need to provide an e-mail adress).

In the webpage, there is a timeline describing when the test data will be released. At that moment the participants will have to upload their results to the platform (which not yet available to the participants, it will be at the time of test upload).
